Crazy guy using TTS as mic? (PC Version)

So i was playing a random game and this weird dude was talking in a TTS Voice and copying other ppl chats. The hell they do that?

 

2 pcs i believe? i tried running gta in windows mode but the mp keeps freezing and blocking as long as i run the tts so i believe it cant be done with a single pc..

 

script mod? i guess?
