That was it's not a pain in the ass to be limited to what you could do. That's just not how GTA is. Nobody likes being restricted, dude! Imagine getting hit by a taxi and a couple of seconds after, you got a warning saying you won't be able to use weapons for 10 mins. This doesn't even fit in GTA, even OTT gore doesn't. This doesn't even fit in GTA, even OTT gore doesn't. What he means is that the player will be dead and then once he hits the ground (when he is dead already) It'll show his arm breaking.
