I personally didn't discover the Sparrows in VC until I've done everything and was stuck at 98%... Then I was flying around the city and accidentally noticed one of them... I found the dirt track after completing the first mission while listening to Rise FM. When I heard the ad, I thought that Y2K was a rocket launcher until I found out that the game is set in '98. Exactly and one of the points I was recently talking about is that I am one of those people that love to have a bigger map in a GTA Game because it simply gives you more to look for. Yes, every GTA Game still incorporates many hidden features, it is unbelievable how a company like Rockstar (especially in 2001 when they were not really known) can do that with their games.
