Node
EDIT: From the San Andreas Forum: Why did rockstar re-use gta3.img? Gta3.img is also in vc and sa? Anyone know why? Most likely due to lazyness. I'd have thought it would have been easier to create a new .img file than replace the files in it. Oh well.
fastman92
IMG archive "gta3.img" exists in III, VC and SA. It hasn't been renamed. Reusing objects from the older games is common practice when making huge games. Often old objects are improved and look better in new game. The main goal of reusing objects is to save time by reducing the amount of modeling work to be done.
MrMateczko
He means the file name, which is gta3.img. It was simply easier for R* to work with the same file name. But for SA, the .img files were improved to include the .dir into .img, so it wasn't totally reused.
