You can use an 'Exploit' to free travel without cheating, but the bridges will still be closed. Such As, when doing certain missions after starting them don't venture far into the mission. Just go off and Explore. My favorite is 'Reuniting the Families', wherein if CJ doesn't enter the Motel he is free to explore without wanted stars. You can select PC game saves of other persons to (not do any missions). Check out the Mission Saves Topic in the Mission Help Forum. The earliest is Drive-By, after the opening cutscene don't enter Sweet's car. If I'm not mistaken in Reuniting the Families there will be no traffic right? Or even peds?
