Take the filelist.pak and copy it a second time to the (64Bit) Program Files (x86)\Rockstar Games\Grand Theft Auto IV\pc\ folder as well. Make sure you look at the contents of the rar, and make backups of any files already in your directory, just incase it conflicts with something in your IV installation.
