After activating the mission, Enter the cars fly cheat (Square, Down, L2, Up, L1, Circle, Up, X, Left), enter the reduced traffic cheat (X, Down, Up, R2, Down, Triangle, L1, Triangle, Left), and fly up into the air (about as high as a buildings roof) for about 10 seconds and return to the ground. The meter should have maximized and if not, it's pretty close, so just repeat until it is.

A lot of trouble to go through (and cheating unnecessary) when you can just drive to the Airport Runway and have some fun.

Oooor, don't use cheats and speed around Airport for a minute, viola, you rapidly increased it yet you still didn't use cheats.

Going on the wrong side of the road if you manage your timing well with a lot of cars will also increase the meter very rapidly.

If you would have noticed, that's an insane stunt which the game awards you. For non-cheaters, you can try 180's and sudden stops. Always worked for me.
