They can't come back as they don't exist in the HD era. But, if it was possible, i would want Wu Zi Mu to make an appearance. Oh and Tony the parrot as someone stated. He was hilarious. Actually, i would also want Macca to make an appearance aswell, he was one funny high mo'f*cker.

No character from GTA San Andreas is going to return in GTA V, at least not according to Rockstar Games. The reason is this; GTA San Andreas belongs to the 3D-era, however GTA V belongs to the HD-era. You might ask now how that does matter. The eras in the GTA series are here to seperate the characters each to their own era and no of them could exist in physical form in another era.

 

• 2D: GTA, GTA London 1969/1961, GTA II

• 3D: GTA III, GTA Vice City, GTA San Andreas, GTA Advance, GTA Liberty City Stories, GTA Vice City Stories

• HD: GTA IV, GTA The Lost and Damned, GTA Chinatown Wars, GTA The Ballad of Gay Tony, GTA V

 

By that logic, we will not see any characters from any GTA before GTA IV but it is possible that we see references/easter eggs of past characters, and it is possible that we see some of them on TV, and/or hear some of them in the radio. Just to clarify; GTA Advance does belong to the 3D-era even though it's a 2D game because there are characters from GTA III. GTA Chinatown Wars is also a 2D game but it belongs to the HD-era because there are characters from GTA IV.

This to f*cking infinity and beyond. It's a shame that R* won't be using celebrities for V (plus the whole eras thing), but James Woods did an amazing job as Toreno.
