TripleDDamien
I've recently bought the game off of steam. When I first tried to play it, I had the error message. I went through many different forums and topics to try and find the problem. I reinstalled Games for Windows; still didn't work. So, what I did was, I went into my firewall, and unchecked the game. After that, it worked fine. I modded the game a little; put some cars, and a couple skins on Luis. After deciding I didn't actually like the skin I was using, I went on to another skin. This is where the game stopped working again. I tried the methods that I've done previously; I even verified the games cache, and I still haven't gotten it to work. When I launch the game, I get the logos and the music. But after the music, the screen goes black and the error message pops up. Please, any help would be greatly appreciated. P.S: GTA IV works fine. Prometheus
The problem is definitely caused from the mods. Remove them, and make sure next time to follow some tutorials or instructions on installing mods; to prevent the game from crashing again.

TripleDDamien
How did you uncheck the game in Windows firewall? I am having the same problem since i updated to Windows 7. Go to your start menu and type in "Firewall". Click on "Allow a program through firewall". After that, scroll through the list until you find the game you wish to take off, click on it, and then click remove.

I just don't understand how the mods would be the problem, when I'd mod GTA IV, and it still works.
Red Hat
I did remove the mods. Hence, verifying the games' cache. I just don't understand how the mods would be the problem, when I'd mod GTA IV, and it still works. When the creater of the mod was creating it, he must have done a error which the game can't read.
