Icenhancer 2.1 problem

So I downloaded icenhancer 2.1 from here

I've seen videos of this and the game looks amazing but when I use it my game looks horrible. Here's a screenshot of how it looks.

As you can see it's really bright and there's some strange "static". Does anyone know how I can fix this?
