Prometheus
Did you un-install/re-install the game? Remove the mods and start a new game, if it runs normally for 20-30 minutes, then it's definitely the mods that are causing the game to crash. headmetalbanger
Before of re-install again, first clean your PC with some programs like CCleaner and after check the game without mods.

In the first post there is a link to downloads called "Get modding running on your PC with this package by..." Should do the trick. You need asi loader, xliveless, filelist.pak etc. in your GTA IV directory. I run 1040 as well. It's the best patch honestly until Boris fixes ENB on 1070 and possibly implements new effects into ENB. -Packet Drudging up old posts. Could be that your cars saved in the parking locations are causing the crashes because you've added new cars. Make a backup then delete your save games in Documents\Rockstar Games\etc etc etc Also worth trying, as above. Have to make your installation moddable. -P

Prometheus
Did you manually check that ALL of the mods were removed from the game's directory/main folder? Also it may help deleting all files from the Settings folder. Windows XP SP3 - C:\Documents and Settings\<user>\Local Settings\Application Data\Rockstar Games\GTA IV\Settings Windows Vista - C:\Users\<user>\AppData\Local\Rockstar Games\GTA IV\Settings Windows 7 - C:\Users\<user>\AppData\Local\Rockstar Games\GTA IV\Settings

I'm not sure. But I still think it's caused by some modification that's not completely removed. Maybe you should try installing the game in another directory. There's a good chance some program you recently installed is causing the game to crash, so you should check with that. Last thing I could recommend is installing .NET Framework 3.5 and this GFWL Update.

Prometheus
I thought you removed all the mods? [those are considered mods as well]. Anyways yeah, it's most likely that it's caused by one of them. Remove Simple Native Trainer and XLiveless.
PacketOverload_x64bit
lol that package I referenced has all the files to make your game installation "moddable." -Which you have clearly NOT done. But okay. Good luck!
MasterVampire
Maybe try installing the mods one by one to find the problem.

Prometheus
Did you load a savegame rather than creating a new one [and it's giving you a SMPA60 error]? If yes then remove the vehicle mods, load your savegame and remove the cars from the yellow parking space and save, then install them again.
