how do i increase gta eflc's performance.?

Decrease the settings in the "graphics" tab of the pause menu.

You should be able to run it on medium.

Yes, it is the graphics card that is weak in this system, so, as said above, reduce graphics settings that are gpu dependant. Upgrading the graphics card would make a big difference.

The processor and the ammount of RAM are not bad but the graphics card has a lackluster performance so clearly, the GPU is your problem. You should decrease graphics related things like shadows, texture quality and so on to medium settings. In case you have not installed any patches, you should install patch 1.1.2.0 which you can download here.

48 cuda shader cores with i5? what is your monitor's resolution? depending on how large it is, you can play it in a window or lower the settings, like the poster above me directed. turn vehicles slider to 1, shadows to low (or off), turn reflections off. the last two settings i mentioned here really use shaders for their effects. actually, having a lot of vehciles would still affect that also, as they need/use shadows and reflections more than anything else in the game
