The tower could be completed by the end of the game and the protagonists make their last heist together to rob money/jewelery/gold...

I doubt that building will be complete during the story, unless theres some kind of jump in time. At least two years to finish what we've seen of it in the trailers/pics.

 

Here's an idea though. Maybe they rob the prick who's building it. Get him at home, or get to his safety deposit box.

Maybe the story is two years long in game time... A jump in time would be nice, but they would need to remake Micheal's children's models. It's possible, though. Your story with the club's owner would be cool too.

I think that only the "bank" and the "casino heist" are good options for a grand heist.

 

However the biggest heists in the last two games were a bank heist (GTA IV's only heist) and a casino heist (The coolest heist in San Andreas and the last time that we see casinos in a GTA game).

 

I believe that we will rob a bank and a casino, but the grand heist will be something different. Something new. Something EPIC.
