I think it resembles the real-life FBI, and those are SURELY not criminals, these are COPS! They don't do criminals any good! they don't help them! This always bogged me when playing especially San Andreas. This just destroys the immerson totally! Come on, Cops that are more criminal then the criminals themselfs, <yeah sure SO WHY WOULD THEY BE COPS!!!! it's like you want to play in one baseballteam, and because of that you go and play in the opponents team. The FBI deals with crimes of serious matters: Bank Robberies, serial killers, etc. From the first trailer and second trailer we witness the pro-tags commit armed robbery. But unfortunately this is very much true to reality. It tends to work in a more subtle manner, but still. The FBI cuts deals with prolific criminals all the time, this is documented fact. So the OP dismissing this means he's either an unfortunately "exception individual" or just another troll. And seeing as the police force is going to always be an antagonist in a GTA story, I'd rather not deal with the reality that I'm killing someone who is a much better person than my protagonist. And even if its a small amount of corruption, GTA is a parody of America and classic action-based hollywood movies so their exaggeration is appropriate. EVERYBODY has their price. It's known the CIA was allegedly tied in the drug trade. True or not, watch the movie JFK, and that will open your eyes about how crooked the government could be.
