There is no specific time frame that draws the line between when it is too excessive and when the games are taking too long. It all depends on the company's resources, the game's content, etc. If GTAV would have been a 3-year project, I can guarantee you that lots of features and map locations would be omitted, and vice versa if they decided to work on GTAV for even longer than 5 years. Its all about finding the median where you're making games quick enough to make profit, yet you are still enticing your loyal fans into the series by keeping it fresh and colossal.
