Please fix this BEX error-GTA IV

I wanted to launch GTA IV EFLC in my computer but it doesn't work. Can someone analyze this problem? I experienced this while the black screen pops up right after those R* logos.

I got Nvidia 8400 GS as my graphics card and DirectX 11.

 

I use Windows 7.

 

EDIT: I use Ultimate and using a 32-bit version of Win7. With Intel Core 2 Duo

Is it the Steam version? Are you using any mods? Try adding EFLC.exe to DEP exclusion list. Right click My Computer --> Properties --> Advanced System --> Settings --> Advanced Tab --> Performance settings --> Data Execution Prevention Tab --> select second option --> use add... button to add EFLC.exe to the list.
