Strange Pop-In Effect

For some reason, I now get this strange pop in effect on all my games, I picked Skyrim for the video because it's most prevalent, I'm using an ENB in the video but it happens without the ENB as well. It started last night in Crysis and I've no idea what caused it. It doesn't just happen in one or two games, it happens in every game I play to some extent, so I know it's a GPU issue. Here's a video showing what I mean. I've messed about with Texture Filtering and Anisotropic Filtering in the in-game settings and the Nvidia Control Panel but have yet to fix it. Any solutions?
