Appreciate the help GW. i only have one layer though which is the original image. i made it by going to Edit>Stroke. and i cant see any new layer for the border. anyway ill keep at it. theres a few options in the Stroke window that i can mess with.

There is a white overlay and black border. It's just slightly hard to see because of the different effects added to the picture. Most of the time a three pixel border looks pretty stupid depending on how it's done.

 

In my mind, I think the white overlay and black border is just fine on that type of signature. It blends in well with the image, and doesn't over power it.
