That way they're able to connect San Andreas, Liberty City, Vice City, and any others. If not all those maps, then whatever maps become part of the 'HD Universe', they can create a game map with all of them and allow fast travel between them, that is, if they choose to do so. R* already said they felt the cities of SA felt like rushed parodies of their real life counter parts. And that was only 3 cities... Unless you wan't the biggest city to be the size of Bohan...
