Any characters that have could of possibly been killed in the story is not going to be in. SUCH AS: Kate McReary,Roman Bellic ,Niko Bellic, Packie Mcreary, Luis Lopez,Dwayne Forge,Playboy X,Francis McReary,Derrick McReary, Mickey(the bartender at comrades), and last Jhonny. Everyone Left out were small characters that did not contribute to GTA 4 as much and others were killed in the mandoatory missions. But my guess would be two characters like Carmen Ortiz and Gay Tony the club owner. Carmen just becuase i remember her saying something about wanting to move to Los Santos and is unhappy in South Bohan , as she will randomly ask Niko to buy her a place in Algonquin however, Niko always refuses. She Also talks about not wantin to not be tied down by any man which could also be a good reason she could have moved. Last Carmens personality seems appropriate for someone in Los Santos as she is very vain about her appearances and in fact states she loves looking good. Gay Tony or Anthony Price because Tony may or may not have finally sold Maisonette 9 to Yusuf Amir, who sought to franchise it all over the world, even in Pakistan and on the moon (saying he was quite serious about this). Tony tells Yusuf that "the club is all about the people", and after Yusuf expresses apathy by saying "You can whip out your dick and piss on them!", Tony instead tells him that he would be very qualified to own the club. After The Ballad of Gay Tony is complete, Tony cannot be contacted further. He often spoke of his intentions to move to an extremely secluded getaway spa town, saying his life in Liberty was too stressful (though he says this at the very height of his financial problems, and could have reconsidered). It was believed that he did in fact move away while Yusuf Amir owned the clubs. Hoarable Mention is Cloe Parker appearing in GTA IV and (in person) The Ballad of Gay Tony. She is a world-famous celebutante parodying Paris Hilton and Nicole Richie. Elements of her character are also borrowed from Britney Spears and her marriage history. but mainly because she was born in Los Santos. Niko, Packie, and any charcters from games before GTA 4 have already been comfirmed not to come back by Rockstar. But what do you thnk ? You know, with Badman getting more and more paranoid and cops getting closer to their weed business, maybe Jakob felt like better move to the other coast.
