And I'm pretty sure you can get underwater, by getting in the water, and going underwater... You'd just have to hold your breath. And I don't think we're going to have an NPC with us every time we're diving, who, for some reason can tell us, and force us, to do what he says. That would be f*cking cool. ...and what would they choose to get us underwater? think about it! there's no weapon exists, that would allow cops to harmlessly disable criminals...so, they're kinda screwed if they're underwater... But Knowing AI, they will still casually jump into the water and casually float around until their health is depleted by the water and they die.
