Deleting settings.cfg causes error?

Orig GTA IV retail, no mods etc.

 

Specs: Intel Celeron CPU 2.66Ghz, 2GB RAM

 

Windows XP service pack 3

 

I know its not great but i know some lower spec comps are able to run GTA IV

 

After loading screen which went on for about 5 minutes it suddenly crashed, for some reason, i was told that deleting settings.cfg would fix this but after doing that the game crashes at startup , tried a system restore but that didnt work, i thought that would've restored the file but i cant find the original settings.cfg anywhere, all i see are threads about deleting it used as a crash fix

 

I get an error about xlive.dll, pic posted below

 

Any advice will be greatly appreciated, thanks for your time

Then download the latest Games For Windows Live from :

http://support.microsoft.com/kb/977845

 

Make sure you have .Net Framework 3.5.1 installed in your PC if not then download from :

http://www.microsoft.com/download/en/details.aspx?id=17851

Deleting the Settings file should not cause the game to crash. It only resets all your in-game settings to default values.

 

Try what kev210 has suggested and report back.

When i downloaded the patch it was able to complete the process from "UpdateTitle", but when running "TitleUpdate" it says installation failed to run

 

I have Net framework sp1 from when i installed GTA IV (around 3 days ago) so its not that, i downloaded the latest Games For Windows Live too, it does startup now, only thing now is that after maybe 3 minutes of loading time it just crashes to desktop, this time the cause of crash is gtaiv.exe
