Johnny thinks that the city is sh*t so he sees it through a grainy, ugly filter. And Luis loves the city and even admits that he'd never leave the city in the games last mission, so he sees everything as bright and colorful. Even riding up in the helicopter and the sunset is a beautiful pink colour as opposed to the usual yellow/orange tones, the buildings are more seemingly "lit up" and the world is a lot brighter even at night (less sepia tones). I figured it was something to do with mood and how the character "sees the world they live in". Niko is a much tragic character and it's more fitting he sees Liberty City as a dark, dingy and depressing place (not that it always is). When you play as Luis you see much further into the city, you can see much more of what is there, in comparison to Niko, who is in a small dingy area that gets more and more blurred the further into the distance. With the stand-alone game, Niko's world is blurred and hazy maybe to just suggest his feeling a sense of hopelessness (can't see far into the distance/future) and to make you aware of how 'trapped' he feels in his world, how the world is always going to be a dark, joyless place for him and he can't see far out of it. I dunno. I much prefer the look of TBoGT, but much preferred the gameplay in the stand-alone game. Dum de dum I like you Your brain is special, don't waste it. Probably because he's a Biker and he likes dust or something? Dunno. The BOGT is supposed to have a party vibe to it. GTA IV is supposed to be more mellowdramatic and have a harsher feel to it. Since you start from the bottum and go to the top. And in the lost and the damned you'll see its very grainy and old to make it feel and give you the right vibe.
