This is merely a game mechanic that is neither vital, nor rationally important to the final outcome of the product. Dude, your signature kicks ass, it shows just how big the game will be. & I'm sure R* said using drugs will be in game. I'm not sure where I read it but I know it was a real source, but who knows they still might take out a lot of features. & oh yeah, in Saints row 2 drugs were available for use.
