Car mods are cool but the rest is just over the top and useless/... its like saying : Thank you Rockstar for delivering the core but we do much better design and gfx so gtfo. For example, someone could sneak in a "graphics enhancement" mod that pretty much renders the game unplayable or causes damage to the hardware. If they do allow mods, then I would assume they would need a team to approve them, which would mean they'd probably cost some money (50 cents per?). That, or they can go "we are not liable for any damages, f*ck you," but that's a pretty bad business move since a lot of people don't know much about hardware limitations and are bound to wreck their consoles or games. They are going to be doing every f*cking thing they can do to encrypt their files so this cannot be done. And if you mean modifying stuff WHILE in game, that also makes no sense.
