Ray Bulgarin.

Correct! :^:

 

Clue #1 - Inconsistent - The LCPD database lists Bulgarin as "deceased" throughout the events of GTA IV, even though he only dies at the end of TBoGT.

Clue #2 - Steroids - During "In The Crosshairs", Bulgarin's sister says his wrestling coach made him take steroids as a child.

Clue #3 - Maureen Cardona - She is a Columbian singer that goes by the stage name "Marbelle". Bulgarin owns a black Marbelle.
