Includes DLC's, he spawns in person in one of them. But you can see him in GTA IV too...

1) Not too manly. - he visits Hercules and it's hinted he's homosexual or bisexual at least.
2) A subtle link to GTA San Andreas via certain activity. - his LCPD database mentions he was playing naked Ultimate Disk in the Dark, a game that was advertised in GTA:SA radio.
3) Appears only in one mission, but you can see him more often. - he makes a cameo in the opening cutscene in Blog This!...
4) Blonde hair.
5) Visits the same club in LC as Lazlow. - Lazlow makes a live relation from Hercules in his radio show after he was denied into Maisonette 9.
6) Talks on the phone during his appearance.
