Nope. Also, the character isn't a GTA V character, this is a GTA IV Who am I. (Not to say he wasn't in GTA V as well as IV, he may have been.)

FINALLY! Yes, you're right.

Clue 1: Shares similarities with another GTA character: Looks similar to Eddie Pulaski
Clue 2: Has been imprisoned at one point.: Obvious, as Johnny is busting him and a bunch of inmates from prison in TLAD
Clue 3: Not born in Liberty City.: Another self explanatory one.
Clue 4: Inspired by a movie character: Was inspired by Hannibal Lecter with his behavior and personality
Clue 5: Nom nom nom: Is a cannibal, which means he eats people, nom nom nom being a slang term used on the internet for eating
Clue 6: That's intense: What Johnny says after he chomps on a prison guard.
