Marco Bonnaro?

 

Yep, you nailed it!

 

Clue #1: Dead - Marco, along with his buddy Peter, got killed in the ambush set by Pavano Family during "Pegorino's Pride".

Clue #2: One mission - Marco appears in only one mission, that's "Pegorino's Pride".

Clue #3: Familiar surname, maybe... - Marco's surname is very similar to Joseph Bonnano, former head of the Bonnano Family.

Clue #4: Dimwitted - Pegorino often states him and Pete's idiotness and insults them for that.

Clue #1: Deceased
Clue #2: Never meets any of the protagonists.
Clue #3: Only mentioned in GTA IV.
