Correct. The full name is Rami Yalon.

 

Clue #1: LCPD Database - Rami's an unseen character that is only mentioned in the LCPD Database

Clue #2: Ties with Italian Mafia - His LCPD record says that he's believed to to have worked for the Italian-American mafia until his fees became too high for them to afford.

Clue #3: 1962 - Rami Yalon was born in 1962, aged 46.

 

I did want to keep it until I give a clue like "Leg kill" or "Mortal Kombat", referring to the report of him beating a man with his own severed leg, which is also a referrence to one of the fatalities in Mortal Kombat.
