Of course it's not done. Even if it was, they didn't have to use past-tense as the game is not out yet and further development will most likely take place post release such as EFLS DLC. GTA IV uses RAGE, MP3 uses RAGE. Just because a game is fully developed doesn't mean it suddenly becomes 'we used RAGE for MP3'. And I doubt they are done with development anyway, it's got to be at least 4-6 months until we'll possibly get V. If they're not working on the game in those months then it's time wasted.
