If he posts something in a other section or if he has posted something in the V section but then moved to a another section then he appears as a "normal user" as we are. He's a GTA V forum leader, not a global moderator, administrator or network administrator. Well, if think he has maybe some special rights that a "normal" forum leader hasn't because he can make posts on gtav.net: Click. The last 4 posts were from Adriaan.
