ThomGTA Posted February 15, 2014 Share Posted February 15, 2014 (edited) I think it is beacuse, you do not have complete all random character missions, and all police missions. To do the police missions you need to find a cop car, find the police computer, and go to view most wanted, and click on that, and click on all persons. Random charcter find you, anyway.
