Getting the HYDRA early.

Kinda late on this but I managed to obtain the Hydra using fnxrak's method on Android! Using the mobile version save feature you can create a save point on the bridge above the San Fierro police impound so when you resume the game, a hydra spawns right in front of you and crashes into the police building making it much easier to attempt this multiple times. Rest of the procedure is the same as fnxrak's, even getting it into the LS impound. As for taking it out of the LS impound (We all know how terrible the mobile port controls are), I discovered a method where if you keep the plane at 45 degrees facing downwards and accelerate, the plane goes into horizontal take-off mode (Not sure what it's actually called). When the plane reaches the impound door, accelerating then immediately braking sets the plane into vertical take off mode making it easy to slide out of the impound and take off!
