1: Its not a car. Its not weapon either because you can fly it. If this would be weapon then you would be able to slap someones face with Jetpack and then fly off. You can't so its a vehicle.

2: Black Project and Green Goo

3: Slow and if you dont switch off SAM sites you will get shot. If you fly close to train, you can't take it off and guards will shoot you easily.
