I'm posting this because I found it, and I haven't seen anyone post it anywhere else. Sorry if its already known. The texture only shows up on surrounding objects, and the boat, but not on the water. It isn't solid. My guess is its ether an easter egg or a falsely placed object that was supposed to be on the road to add texture variation. GTA IV has been out for almost four years and there are still a few easter eggs to be found? Maybe the map isn't as small as we thought, or maybe it is. We might just have to explore it a bit more.
