By reducing of Depth Fx: Near and Far (from timecyc.dat, Visual effect section), straight make them "0". If you want more bloom on certain light signs, then reduce "min" from "Luminosity" but be carefully here from overbright. Link to comment Share on other sites More sharing options...

I think some glows might just be polygonal - actual models of effects - within the game. You can see the same glow coming off the cola sign in Star Junction.
