I just bought today Vice City for PC, and it came with 2 dvds (1 install + 1 play), 1 dvd per each part of the case, but no user manual. Is that another version, a newer one? There are only two versions for PC-Original and Trilogy Packs...I have both, and both come with manuals...IF you buy the game brand new in an unopened package, you WILL get a manual with the game, however, IF you buy a Used copy-it will be "hit or miss", as some will have the manuals and some will not-a chance you take with Used/pre-owned copies...So, did you buy New OR Used? Also, VC comes on 2 CD's(Compact Discs), NOT DVD's(Digital Video Discs)..So, you may have an illegal copy if they are on DVD, as ONLY the PS2 and X-Box versions came on a DVD disc....So, Where did you obtain the game from? Anyway, I used to have one that was bought in 2006, it had a manual, my newer (2012) copy doesn't. EDIT: Found the 2006 CD Case, broken CD, manual in perfect shape, I put it in my new one.
