Is he the reason crack flooded the streets thus leading eventually leading to CJ's mom being killed by CRASH? I've read some of you say Toreno had a direct hand in CRASH. It is presumed he is CIA but the group is never identified. He is also working cross-purposed to other government men who may or may not be of the same organization. More interesting Questios never answered: What did CJ deliver by the Rustler? Why did he attract attention by flying so low? Why did this flight attract 'attention' by flying High? Why did Toreno need CJ kill men on the ship and steal the plane. When CJ could have attacked the 'ships' by land. How did the 'ships' get into the lakes, why? Invent whatever subplot you want to fill the gaps in logic. This is a game. BTW flying low is the way to avoid secure missile lock. This also works outside the mission. Mike needed CJ to be unobvious so Mike's "Enemies" don't see it coming, it's confusing I know, but Toreno is random just like his voice actor. DarrinPA Posted December 23, 2012 Share Posted December 23, 2012 If you watch the introduction on youtube [30 or 40 minute long one, not the in game intro] you'll see that Toreno is with T-bone Mendez and is irritated at somebody on the phone, assumed to be Tennpenny, for a reason. After which Tennpenny goes and forces Big Smoke to put a hit out on Sweet. I believe Toreno was the top guy in the Loco syndicate and was unhappy that somebody [sweet] was stopping the streets from being flooded with Yay [or crack]. If Sweet wasn't stopping the drugs, the hit wouldn't have been put out - Thus Toreno was [in my observations] responsible for CJ's mother's death. Think about it; Jizzy and Ryder were dead yet the streets were still able to be flooded with drugs while CJ was in LV. I think it's due to Sweet being in jail, exactly where Toreno would want him so that he's out of the way, while CJ was delivering mysterious packages for Toreno to the same spot that the Loco Syndicate would meet. I think CJ was unknowingly helping collect and spread the drugs. Making CJ steal the Jet was for the use of getting drugs into San Andreas easier and quicker compared to the other ways in N.O.E. and Interdiction. This would be a great intro to a San Andreas sequel: Kendl & Cesar are at their wedding when suddenly, police raid the chapel, and arrest Sweet in accordance with the demands of the antagonist, Mike Toreno. I think it rather was meant about communism and socialism. If I remember right in the same cutscene he mentions something about communism growing in Ohio. I think he meant whether it was Toreno who started the whole crack traffic thing around Los Santos, or it was already before him and he only entered it as a way to get money.
