Well, taking a guess a what you're asking, printing currency at home would be a pretty bloody hard task. The amount of ways we can identify counterfeit notes must surely outnumber the amount of ways we can try to forge them. In work we have all sorts of special equipment that can detect forged notes very accurately. One is just a simple pen that you run across the note. By "that too legally"? Do you mean...well, I don't have a bloody clue what you mean but I'm guessing you're questioning the legality of the process. If so, then somewhat obviously, it's not legal.
