I've not seen many people guess the game is going to come out after May 2013, so for anything before that to be true, it'd have to be within 6 months. Preferably, 2 months.

In fact, I think within a few weeks.

 

Maybe the anniversary of the first GTA will be the event they decide to do it in, but they can't really start any kind of firm marketing campaign without a date, and I would expect they would start the campaign soon (anticipating a release between March 2013 and May 2013, before next years next-gen E3).
