I'd have to say either Luis or Victor. I don't see how Tommy would be the toughest? A close second behind Luis and Vic would be Niko and then Johnny as they have counters.

He wasn't my favorite character but Tommy was the most bad ass. Followed closely By Johnny.

 

Niko/ Claude just seemed suicidal more than bad ass.

 

CJ/Luis weren't all that bad ass but had technical skills, and the game allowed you to make them a bad ass if that's how you played.

 

The others aren't worth mentioning, they weren't that much of a bad ass.

Definitely Niko. All that time in the army reflects how reliable he can be with his fists. It's very hard to lose a fistfight with Niko, even if he's up against an enemy with a knife or baseball bat.

 

For a runner up, either Claude or Tommy. They both possess great attack when it comes to hand-to-hand combat. Seldom do I fail to defeat my enemies with either or.

 

CJ, in all honesty, is nothing special when he starts off SA when it comes to fistfights. Only if you train in a gym can he become deadly with his hands.

Yeah i think when it comes down to default charecters and fighting style cj would be the weakest since his fighting style is pretty boring, his skinny and doesnt have a background of fighting like victor was a soldier, niko was in the army and luis was a cage fighter. Tommy is just a badass who is born with fighting talent lol

With all those gym workout sessions and three martial arts instructors, I think CJ would annihilate anyone.

Tough isn't just physical, though. Mentally, Claude's insane and would kill CJ creatively. Bomb your car, feed you to a car shredder, etc. Also, Claude is better with weapons.
