I think they are definitely referring to the 21st December.

 

"end of the universe" makes me think of the end of the Mayan calendar which ends on the 21st December which many people think is the end of the world.

 

"paradigm shift" could here mean "pattern shift" which makes me think of the summer/winter solstice and the equinox. The winter solstice this year is the 21st December.

 

I just find it odd if this is a release date. It's the last Friday before Christmas.

Second, if connection between the release of the game and the dictum exists, it does not mean that release of the game will be exactly 21 December.

I was also thinking of that. GTA V is a new universe. But with GTA V, the universe of GTA IV dies? That sounds weird to me. Although it could die for them, since they are now developing in a new universe and will never go back to it.
