This could mean a couple of things.. -More than one city -Probably it's an island again (just like previous GTA games) ALSO: The guy flying the helicopter doesn't look white to me.. so it may mean its the Hispanic from the red car. And for those complaining about the graphics, you are way too picky. The graphics look just fine. You want to see bad graphics, go play a PS2 game.
