It's near Missionary Hill and Mount Chiliad (relatively near). Clue #2: Run, run, run! Referring to the freeway nearby, cars go at insane speeds there. Clue #3: Sometimes balls end up here. In fact, when I wrote the clue I was thinking about the proximity of Avispa Country Club's golf course. But lzw3's guess also counts Clue #4: Sometimes cars end up here, too.
