The whole point of the missions on GTA3 was to get the islands (Well it was for me). If you can get them all to start there will be nothing for the missions to unlock, or will there... hint... Because without being able to unlock anything the game will get boring. B/cyou can just go out and steal a car if you want one, you don't even need money!
