How to create Police Cars in IV?

Hey, I am new to modding GTA, And have spent an hour or so searching for some tutorials on how I can model/create a police car. I am wanting to make one for my countries specific. I have searched the forums etc and looked in the tutorials section. Also if their is a tutorial on how to enable ELS on custom police cars that I may be able to create, that would be helpful.

 

I am aware their is a request thread but i'd rather learn/do it myself.

Vehicle modelers generally use Zmodeler and here is a link

I recommend ZModeler. Spares yourself convertung work from 3DS Max to ZModeler. Because you can only export IV vehicles with ZModeler. Second, it's not needed to add ELS, you can also create non ELS Mods, like I do.

Easily added a FS vector Lightbar, made it non ELS, and made the indicators work with the Traffic Advisor. (Yellow strobe on the back of the Lightbar). it's not that hard once you know the basics.
