SAMP is better because it still has many active servers, many active players and lots of hardcore fans.

MTA:SA was a good idea, but it was never done at the best. And it doesn't have a powerful fanbase.

So I prefer SAMP cuz i can still play it.

SA-MP

  • poor sync
  • a lot of cheats
  • rare updates
  • closed source
  • external server browser
  • a lot of bugs
  • only serverside functions
  • hard-added new models
  • up to 500 slots (1000 for "some" servers)
  • static bots (bots can move on loaded tracks)
  • simple GUI and TextDraws

 

MTA

  • good sync
  • any working cheat
  • frequent updates
  • open source
  • embeded server browser
  • few (?) confirmed bugs, issues can be easilly reported to developers
  • serverside and clientside functions
  • server owner can replace player models (vehicles, objects, peds, etc.)
  • shaders (https://wiki.multitheftauto.com/wiki/Shader_examples)
  • up to 4096 slots
  • dynamic bots, is possible to script them and make them moving to specified position, shoot etc.
  • extended GUI (CEGUI) and DirectX functions
  • a lot more other possibilities than in SA-MP

Decide yourself.

SA-MP,cos in MTA you cant really install mods (from what ive been hearing) and im a big mod enthusiast.

I like both SA:MP and MTA:SA, they're really fun. But if I had to pick, I would pick SA:MP, but like I said, I like both, and they're both unique.

Auto Server Create (Host Mode)

Free F1 Menu [Free For All]

Car Spawns Naturally (Default from Host Mode) (Depending on Scripts)

Support Shaders [use Good Hardware]

Mac OS X Support

 

Negativeness:

Less Supports CLEO Mods & Car/Skin Mods

No New Objects

High Ping (Lagging)

(Sometimes) User Tracks can't Scan [Can Be Scanned Manually Using Single Player Mode]

Earlier Release (9 February 2003) (Nearly Old (13))

 

SAMP Supports

 

Positive Thinking:

Supports CLEO Mods

Supports Car/Skin Mods

Simple Server Creating

Adds New/Unseen Objects for GTA SA

MTA seems like the better option, but I'm on SAMP because of better servers I guess.
