So that rating is based on the trailer and the trailer alone. You can look up other trailers for games which are not yet rated for European territories, especially those for download on Xbox 360 or PS3 - and see the same dealio. The ratings people don't have time to play games find all the naughty stuff. If they find out later that something important wasn't disclosed then there's trouble. Maybe PEGI has only rated the trailer, which seems more reasonable, but in the other hand what there is in the trailer that makes it 18+?
