At the Flying School. The Flying School, also known as "Learning To Fly" which is a mission that's being unlocked after getting past the San Fierro missions and unlock the desert. After completing all of Toreno's missions, you'll be sent to buy Verdant Meadows, which is located a little deeper in the desert. That will be the Flying School property. To learn to fly, take a look at this topic. If you wanna try to fly before getting at the Flying School, you can always steal one of the helicopters parked in the San Fierro / Los Santos airports. You'll be requested a Pilots' Licence which you'll anyway receive after passing the Flying School, but since you're early in the game, simply park a car next to the guardian's room, climb on the car, then climb on the tiny building. After that, just get closer to the automatic door from the other side and you'll notice that the door will open itself and you'll be able to take your car and get in. Also, in case you're interested, here's a table with all the Flying School's tests requirements for different medals. You can jump the Guard House at the Los Santos airport (or San Fiero). Steal the Jet and fly in circles without violating the boundry of the Los Santos Island (or you may be shot down). Flying the Jet for 12 to 15 minutes (Real Time) gets you a 'license' which you can use as a Gate Pass to enter the airports before flying school, which you must do later in the game. Stealing the DoDo you may have to fly for upto a half hour (RT) to aquire the 'license'. If you wait until you can get to the San fiero airport you may fly the Maverick heliocopter for upto an Hour (RT) to get the same 'license'. The Leviathan, Raindance, and planes at the SF airport are locked until CJ earns a pilot's license from the flight school. Earning a pilot's license by flying whatever aircraft you can obtain early in the game will only unlock the airport gates; it will not unlock the aircraft at the SF airport.
